Leigh specialises in stakeholder engagement in major projects.  She has developed a reputation for excellence in this field while working in both the public and private sector.  With experience working in all regions of Western Australia, she has an extensive personal network of community and industry leaders across the State.  An expert communicator and critical thinker, her problem solving abilities enable her to foster strong relationships and build trust while managing the processes to achieve results.

 
RECENT PROJECTS

2007 – 2009 - Team Savannah, Great Northern Highway Kimberley Project. Stakeholder & Community Manager including Aboriginal Heritage Management responsible for consultation and communication planning and implementation with all stakeholders including Traditional Owners, Indigenous communities, Kimberley Land Council, Local Government, mining companies and general road users. 

  • Development and implementation of the Communications and Public Relations Plan.
  • Development and management of the Aboriginal Heritage Management Plan
  • Negotiation and development of a MOU with the Aboriginal community close to the workforce accommodation camp to ensure positive interaction and appropriate management practices.
  • Negotiation and development of an Aboriginal Trainee Employment Strategy with the Gija People of the East Kimberley.
  • Contribution to the development of the Sustainability Plan and Project Innovation Processes. 
  • Encourage local industry participation and local employment on the project.

2006 - 2007 - Ascot Capital Limited, Proposed major infrastructure  project in WA. Stakeholder Engagement and Consultation Manager responsible for consultation with business owners, residents and regional community groups.

2006 - 2007 - Aquaculture Council of Western Australia. Strategic Planning with the Board of Management including individual interviews with all Board members and facilitating a strategic planning workshop to develop a more focused direction for the Council. 

2005 – 2006 - Alcoa World Alumina Australia, 5 year Review of the Long Term Residue Management at the Wagerup Refinery.  Stakeholder Engagement Manager responsible for the development and facilitation of a tripartite working group to undertake the review. 

2004 – 2006 - Alcoa World Alumina Australia, Environmental Review and Management Program (ERMP), Third Production Unit, Wagerup Refinery.  Stakeholder Engagement and Consultation Facilitator responsible for the community engagement and consultation to inform the ERMP for the proposed refinery upgrade. Jointly responsible for the facilitation and development of final community endorsed outcomes from over 50 meetings of five community working groups on the topics of:

        Land Management - to negotiate an agreement for Alcoa to purchase farm land and residential properties threatened by impacts from the refinery operations.

         Transport and Noise - to assist the community to understand the engineering solutions to refinery noise reduction and the road and rail transport impacts from an expanded refinery.

          Water and Residue - to assist the community to participate in the identification  of water sources for an increased requirement for the refinery process and their concerns on the safety and visual amenity of the large red mud residue drying areas.

         Emissions and Health - to provide information to the community on the total emissions from the refinery process and their possible impacts on the health of the community. 

        Social and Economic - to enable the community (five locations) to identify the opportunities provided by Alcoa’s desire to expand the refinery. These ranged from local employment during the construction phase to major funding of community infrastructure.

Alcoa was granted environmental approval to proceed.

2003 - 2004 - WA Police, Review of the Neighbourhood Watch Program in Western Australia, Development of the Strategic Plan 2005 – 2010. Principal Consultant.

2003 Office of Crime Prevention (OCP), Department of Premier and Cabinet; WA State Government. Manager, Community Engagement Team responsible for the establishment and training of the OCP Community Engagement Team and the development of a strategic plan to enable the implementation of the State Governments new Community Safety and Crime Prevention Strategy. 

2001 – 2003 - Department of Local Government and Regional Development. Senior Project Officer, Community Leadership responsible for the development of strategies to support and enhance leadership development opportunities in Western Australia and the design and delivery of a high impact leadership and capacity building program in regional Western Australia.

This involved:

  •  Negotiating a Federal and State Government partnership to enable the development and facilitation of a 2 day leadership conference 
  •  Developing a collaborative framework to support leadership development in WA.
  •  The policy development of the WA Community Leadership Plan launched in December 2002.
  •  Leading a team in the design and delivery of two state-wide community leadership programs, graduating 98 participants of which half were indigenous leaders.
  •  Working with communities in all regions to identify community leadership aspirations and future leaders for involvement in peak learning opportunities.

1999 – 2001 - Agriculture WA, WA Rural Leadership Program, Progress Rural WA.  State Manager reporting directly to the office of The Minister for Primary Industry and Fisheries responsible for the management, including the design and delivery of leadership training and skill building programs.

This included:

  • The development and delivery of 20 leadership programs.
  •  Developing and facilitating a  six month state wide program for 112 delegates
  •  The planning and supervision of three separate overseas study tours to Israel, South Africa and New Zealand.
  •  The development and co-facilitation of three state conferences for graduates
  •  The management of the network of over 1000 graduates of leadership programs.

1992 – 1999 -  Corrigin Office Supplies and Retravision. Owner and General Manager.  Commenced a successful business employing seven staff in highly specialised areas. Business was sold in 1999.

HONOURARY  POSITIONS  HELD

2004 - 2005    Adjunct Research Fellow, Curtin University of Technology, Alcoa Research Centre for Stronger Communities.

2004 – 2007   Member, WA Community Foundation, Community Development Sub-Committee.

2006  – 2007    Member, Industry Training Board, Centre for Leadership and Community Development, Challenger Tafe.

1998 - 1999      Member of School of Isolated and Distance Education Vocational Education and Training Advisory Committee, Retail Industry Representative

1997 - 1999      Founding Chairperson of the Corrigin Telecentre Management Committee

1997 - 2001      Founding Chairperson of the Corrigin Our Future Community Management Committee.

1994 – 1998    Founding member of the Corrigin Youth Centre Management                         Committee. Secretary 1995-96.

1992 - 2000  Founding member of the Corrigin Townscape Committee. Appointment made by the Corrigin Shire Council.

1992 - 1995 Founding committee member of the Eastern Districts Business                     Enterprise Centre. Appointment made by the Corrigin Shire                             Council.

1985 - 1998    Committee Member of the Corrigin Chamber of Commerce (Development Association) Serving twice as Secretary and three years as Vice President as well as Team Leader for numerous sub committees.
